Help Please!! SLSO: WHO,WHAT,WHEN,WHERE and WHY??

Due to a recent proposed project on the Venice Canals I need a crash course in city planning/land use and its related acronyms - I have 6 questions and a final comment:
1) WHAT is the SLSO?
2) WHY was it proposed?
3) WHO proposed the legislation (if it is a law) 4) WHEN was it passed into effect?
5) WHAT is the spirit and intent of this legislation?
6) HOW does the VNC, the LUPC and the VSP fit into the picture? Were they part of/privy to the SLSO legislative process?

Final Comment:
WHERE am I supposed to rent after the SLSO allows a select few property owners on the Grand Canal to split their lots and construct two single family homes to replace existing four unit apartment complexes?? If I am reading the writing on the wall correctly that is what the proposed project at 2812-2818 Grand Canal is laying groundwork/setting the precedent for:

Was the spirit and intent of the SLSO to homogenize the Canals and eliminate the remaining 34 rental units (which represent <~5% of lot use on Canals if my fuzzy math is correct),or is this just a loophole they are exploiting??

Guess I'll start looking for a new place to live - just a matter of time if the aforementioned proposed project is approved - chalk up another victory for the owners of the "new and improved" Venice.....

Small Lot Subdivisions are prohibited in the RW1 or any single family zone (ordinance 176,354). End of discussion. In multi family zones, which RW-1 clearly is not, you are allowed to subdivide up to the density of the currently permitted use. So if there are 4 units existing then they are entitled to four units of subdivided development or one unit per 1500 SF of land (or thereabout)whichever is more dense. The intent of the code is to allow developers to build single family residences or smaller multifamily units that are less libelous and easier to sell and generally create more tax dollars for the city since they are not assessed like lower cost condos.

I think it's a well devised code (but horribly written). Again, this ONLY applies to multi family zones which this project is NOT in. The commissioner needs to understand that allowing a SLS in an Single Family Zone will open a HUGE floodgate of subdivision applications of the same genre which will quickly bring the Land Division to a state of gridlock (a condition they currently face already it seems) as well as multiple lawsuits from disgruntled neighborhood organizations.
