65 foot high apartment building; Venice/Lincoln Blvds

March 20, 2008, Presidents Row Neighborhood Association (PRNA)Board members and public met with the developers of a proposed 65 foot tall 40 unit apartment building slated for tne southwest corner of Venice/Lincon Blvds. This project is in the formative stage.
This project was presented to LUPC, Sep 26, 2007.
This proposed project exceeds Venice Coastal Zone Specific Plan (VCZSP) requirements in height by over 2:1 (65' proposed, 30' allowed) and floor area ratio (FAR) (3.2:1 proposed, 1.5:1 allowed).
Concerns brought up at LUPC beyond the height and FAR, were lack of setbacks, lack of a traffic study, parking ingress/egress, parking provided onsite, effect on surrounding neighborhood, especially considering there are two elementary schools within two blocks. And LUPC asked the developers to scale the project to conform to VCZSP.
In this meeting six months later, the presentation was virtually the same. No traffic study has been done at one of the worst intersections in Los Angeles. Setbacks still at zero, no changes in proposed parking, no changes in proposed density.
They did say they were including 4 very low income apartments and 8 working class apartments (120-150% of medium income). I believe this is tied to SB1818 density bonus formula.
This proposed project needs much work to cmme into VCZSP compliance.
