Abadoned Apartment Complex behind Ross and South of Lake

Does anyone know what the situation is with the 100+ units located behind Ross? It is fenced up and there is a security guard on his bike. The units are all vacant although I do see what appears to be a few people actually living inside.
Is this for future low-income housing - does anyone know??

If you want to learn more about the Lincoln Place Apartments and the 12 residents that remain, contact Sheila Bernard, President of Lincoln Place Apartments or the office of CD 11 Bill Rosendahl who has been working with the 12 remaining residents.
If you can find no number nor e-mail for Sheila Bernard, I would contact editor Jim Smith at the Venice Beach Head, as Ms. Bernard is a sustainer of the monthly newspaper.

Lincoln Place Apartments
My understanding of the property is this...
They "were" lower income housing, however, some big developer bought them and started kicking everyone out. Most of the tennants have left, except for (somewhere) around twelve people.
They are trying to save the complex from being torn down for new shopping/condo/townhouse development.
